Administer India better with simple measures and common sense-2

Further to my earlier post titled same I wish to dwell on other aspects plaguing India..The establishment of internal security council, water commission and the streamlining the administration at district level , the undue influence exercised by politicians may not cease but would come down drastically..The land mafia of politicians due to the above procedure can be caught unaware and stiffer penalties may deter the worsening situation to a larger extent. At the same time focus should be directed ti income tax dept. whose functioning looks healthy,if we go deep we find that many cases of assets disproportionate to known income though were detected, the outcome is not exactly known.The it dept should be directed to receive information from security council and encourage public to give information and in case found correct, the informant should be rewarded with 10% of the seizure or 1 lakh which ever is higher, tax free and this reward should be on the spot with sincerity. This dept is of added significance as every politician tries to evade tax and fear to answer the question of source.

If we go to armed forces where fortunately still semblance of discipline, the formation of battalions may be reconsidered since such formation would increase camaraderie among the jawans and gives incentive to perform to the best of ability , and the treatments of force personnel should increase. After all to a politician you are spending thousands of rupees for his single journey to his native place or constituency which is any how purposeless for the govt. why do we treat our custodians with such step motherly treatment? Give them all irrespective of rank ac class facility or airlift them, the railways give 58 concessions what is in it if one more?

All the govt.departments have enormous land at their disposal, take over except essential and sell so that crores of rupees come to exchequer.

Improve the machinery od acb in all states and draw the officers from another state. The picture of an Indian police station is an insult to nation. Let the acb concentrate on police dept. first cleanse it and then follow up other cases with available data.Bring police directly under armed forces act purview and give exemplary punishment for offenders.

All this process will take at least 6 months to operationalize, then we would positively see marked improvement.

Cancel all subsidies except on rice,dal and lpg, the remaining leave to the impact of these contemplated reforms so that the prices would come down as a result on their own.Ensure right man for right place failing which everything will collapse since the reforms are inter related.

Then comes the question of sc/st and reservations. At the high school level itself include psychology as a subject and try to squeeze the venom fed to them. It is a fact that genetically this category is weak and requires extra attention, do not pass him if he gets 40% required from this category, make it at par with others and ensure he gets it with sustained eduction, without base if you elevate some body it is bound to fall due to lack of inherent support, let it not happen,get the feeling of inferiority out of them and impart eduction with counsel ling and let him see the world as others see..Do not accord any reservation to anybody if his family has one already enjoying such facility,treat him as others and do not give intermittent scale reservations, you have already given him a support, let him support and stand on his own and compete with others. If you go on spoon feeding him he will not have inclination to learn and improve,so give basic support and good education and one time reservation in one family ,that too only for another couple of years and stop the reservations in jobs but continue their intellectual ability improvement process supported by pschycological counsel ling and ensure his success. Only this way you can improve the intellectual level and capability of this category and instill confidence in them so that they can discharge their responsibilities at par with other if not better. ,they may be by birth little backward,intellectually weak , but these inherent weakness can be easily overcome with proper planning and sincerity. This category due to the infusing of venom by not only politicians but by their own clan heads for vested interests, developed ghetto mentality and it should be attended with proper care and competent therapy.The lack of placings for deserved and merited are at present deprived forcing them to leave the country and the migrated country is immensely benefited while we lose cream, and this is one of the major reasons for our inability to move forward.

With grit, determination and sincerity these things can be achieved, but the govt. should be ready to lose the next election if something goes wrong, of course a remote possibility, but any takers?

The manusmruthi was quite relevant when it was written ,but not now due to changed circumstances, but this fact is being twisted to breathe venom, will it stop so that this country can progress?

Only time can decide. Let us hope for best.

Instead of babbling about making India , simple measures with grit and determination will take this country forward and self sufficient.

1. calculate India into four zones leaving northeast and northwest regions and jammu&kashmir, and follow up with these measures.Create a commissioner of police for each zone and create internal security wings with proper training abroad specializing in this field.

2. Create a police commission under which, these zones function totally autonomous as election commission and delink these zones from purview of states ,however the state police machinery would remain intact but directly under these heads of zones and not under any govt. control,except under exceptional cases of threat to state . The states would pay for the expenses of police in their state . Accord statutory status to this commission.,and link it with chief vigilance commissioner constituting a internal vigilance wing consisting the zonal commissioners and chief commissioner ,cvc,home secretary and defense secretary to meet at least once in a 90 days period to evaluate internal scenery and corruption in high places, with minutes recorded and stored in this council only , not covered under rti act.

3. evaluate the physical suitability of police personnel and if found deficient ,impart advanced training and failure to reach the standard would automatically render them for desk duties or repatriation to ancillary categories. Prescribe quantum of security required by each state and allocate minimum force. For emergency station rapid action force in two places to cover the region and keep them under yellow alert always. The rapid action force if called should take directions from the council , and rotate rpd and state police personnel to avoid their excess stress,however this force can be called by any cm in that region. to contain any emergency only and not for stay for prolonged period.

4. add land grabbing as organized crime and impose stiff action. any litigation in this connection can be only at supreme court due to the status of this council.

5. legalize flesh trade and ensure ready medical aid., even if you prohibit this trade it continues and the beneficiaries are police and pimps.

6. constitute a water commission and take this matter from both state and concurrent list and accord statutory status of a high court and for the purpose of water allocation and construction of dams this commission should give approval failing which appropriate legal and police action shall be initiated. This commission will have secretary human resources,secretary agriculture,secretary irrigation,besides a reputed engineer nominated by the president and a retd supreme court judge as chairman,and this commission will be autonomous and statutory and run on the lines of election commission. the commission should meet and decide by engaging an independent techno- team the feasibility and necessity of each state and pass directions which are mandatory and binding and any appeal to supreme court only.

7. constitute 5 each for criminal and civil cases pending in supreme court , separate special courts to expedite all cases pending and region wise with the same status of supreme court but purely ad-hoc.

8. the money earmarked for the development of state as declared by state dept. shall specify the allocation of each project and this money should go direct to concerned district collectors who will be directed to identify the location and monitor the work and report the progress to state as well as to internal security council and water commission to keep them abreast of allocation and proper utilization at council , and the status of resources at water commission.

9. the collectors of each district too prepare the list of all sc/st community of their respective dt. and maintain records of financial status and benefits accrued to each family and personally decide whether any extra benefits ought to be given too any family, and also full particulars of land grabbing ,barren land, govt.vacant land any any economic offenses, and this material should reach the internal security once in 30 days, a copy of position of projects undertaken and their status in separate format should be submitted to state, and if it is felt that a particular family reached the level at par with others then the continuation of sc/st benefits should be stopped and these particulars in separate format should reach centre and state where databases shall be maintained and passed on to all recruiting agencies with advise to drop these names from sc/st list. under no circumstances the report submitted to council shall be made available to state to avoid political influence.for this purpose staff at state govt. offices without sufficient workload shall be drawn and each evaluator should sign the data collected by him and if any discrepancy is found summarily such employee be removed from service, also the collector should after satisfying about the data should make his recommendations under his signature and liable for his noting.

10. the collector should ensure immediate distribution of surplus land and also in touch with water commission should apprise the necessity of water and within his resources or on recommendation from commission from state funds should ensure at least one crop and distribution of land to needy as per their poverty level and not on caste basis.

11. the centre should initiate thorium 232 fast breeder reactors stage 3 on nwr technology leaving out dated technology being in practice and try to tap hydel resources from nepal which has 80,000mwe and augment it with oil imports and cut down subsidies of free electricity and instead extend constructive help as per need. a separate nuclear control shall be created to suit the strategic needs in cases of war with all chiefs of staff and home secretary,defense secretary and external ministry secretary besides the concerned ministers with pm as chairman.

12. the internal security council should act on data supplied by collectors and act immediately, the data shall be stored with the council only and shall not come under rti act.

13.declare any bandh or hartal by any political party and in case they proceed further the election commission should derecognize such party unless the projected loss is paid by that party. any other unorganized ,spontaneous agitation would be the responsibility and the responsibility lies with state.

14. modify rti act and any sensitive information shall not be divulged.

15. invoke stiffer provisions of tada to deal with organized crime.

16. Now comes the core matter;- offer to leave kashmir if the portion under pakistani control is also released to form the state of kashmir and elections under Un supervision and super powers and if they choose india or pakistan or want be independent ok but ensure proper barbed wire at borders to totally stop infiltration. The people of kashmir wants to get away, fine there is no sense in keeping them under force and to appease them supply essentials at throwaway prices resulting in heavy burden on tax payer. Let them go . We will be better off without them.
